Nothing happens when you press the start/stop button, dash does not come up, I can communicate with the bcm module but not the ecu, abs or tcm.

I need help with VW Passat B8 3G0920751 Instrument cluster. All key lost situation.
After someone read the D70F3426 for IMMO data, I receive B104A00, B1301F0 error, gearbox and ECU blocked. The car was at VW service, a new key was bought (dealer key), they programmed the dealer key , the car turns on the ignition start and after 2 second stop, remote works, B104A00, B1301F0 error. Car is semi-keyless. When trying to Add key via ACDP, after ask to Insert new key in ignition switch - The match failed. New key is as own key - 7953, unlocked.
ACDP support is on New Year holiday now..
So, the question is, if I open CEM dump that was read by ACDP, with Autel 608, can it make keys ? Is it safe procedure ? Autel will not try to mod something.. As I understand its just decode Password from dump and after is Dealer procedure of adding key, or I am wrong ?
Also I have an option to read full CEM backup via VVDI.. But I am not sure is it give something ?
In attach is ACDP CEM dump file. Can anyone check it ?

I cant really insert new key fully, when it asks, if fully - key goes inside and after 1 sec - goes out with key fault indication on dash.
So after asking "insert key" I just put it in the lock without pressing. Is it right ?
