Fault Code P160D-00 Incorrect Engine Calibration Detected

This car is a 4 cylinder diesel with biturbo sequential. One big and one small turbocharger, both wastegates with vacuum solenoids. The car doesnt have any power and doesnt rev up, as if you wouldnt press the accelerator pedal. I looked into the Pedal Position Sensors, both of the potentimeters match Opels specifications, they are linear to each other too. 0 -100% through live data can be seen. The engine doesnt rev up fast, it goes up to 3000 rpm of you hold the Pedal for a long time, even with bad turbocharger solenoids, the car sould still accelerate fast from standing or rev up. There are no leaks from air filter to intake manifold.
When looking into live data you can see that the Load Request from the ecm is achieved, same with boost, so in conclusion the ecm doesnt want to make more power than that. You can also see that the Exhaust recirculation is never active. All of these state a Limp Mode. Service vehicle soon pops up too.
I just programmed and calibrated ecm with gm SPS, but the fault code still pops up, vehicle still in limp mode. When programming, the SPS shows something like “Costumer block”, you can see in the attached file, what does that mean? Doesnt SPS just programm the ECM to its original state? Does that mean it keeps costumer changes like EGR-OFF or maybe wrong calibrations?
Could somone suggest what i could look into? Im pretty lost
I changed the turbocharger coolant pump to a new one and still get this code. Checked the pump and bleed properly. I need to get rid of this error from the dash.
If i can download the dme bin somehow, maybe bimmer tunning i guess. Can somebody edit my file to remove the code completely?
"Can you tell me if I can write a flash from the original ECU with the number 0261204184-185 onto the ECU with the number 0261204818, since the 818 one has been tampered with and doesn't work properly on the car, while the 184-185 was damaged by reversed cables?

both is edc16c9. I adapt donor ecy by op-com, car start ok, but no power. After cloning ecu, car not starting
who can make good flash file to write to donor ecu from readed files
